The order to bomb civilian targets by Russian troops was given personally by Russian President Vladimir Putin. This was stated by the Minister of Internal Affairs of Ukraine Denis Monastyrsky.

According to the minister, in 2 days the Russians fired 100 cruise missiles, which mostly hit civilian targets.
As a result of the last such rocket attack on the city of Kremenchug, Poltava region, 18 people were killed and 60 were injured. According to Monastyrsky, there are no military facilities near the Amstor Shopping Center.
“The Kremlin’s goal is to physically destroy the Ukrainians,” Monastirsky said.
He said up to 1,000 people were inside the mall at the time of the rocket attack and the death toll could rise.
“They specifically choose buildings where there are a lot of people. These are densely populated residential areas. “Putin gave a direct order to bomb civilian targets in Ukraine,” he said.
On June 27, a shopping center was bombed in Kremenchug. According to the Ukrainian Air Force, the missile was launched by a Tu-22 strategic bomber from the Kursk region.
Ukrainian President Volodymyr Zelensky called it one of the most brutal terrorist attacks in European history.
